Just like many organizations, at the end of every year the VA reviews each medical facility and gives them a rating based off performance. This rating is on a scale of 1 to 5, where 5 would be considered the top score. As we near the end of 2016, internal documents have been released with these VA facility ratings. Currently 13 facilities have a 1 star rating, including the VA facility in Phoenix which has stayed a 1 star for the second year in a row. Whistle blowers from the facility in Phoenix reveal that the main change from 2015 to 2016 was the increase in budget. With the increased budget the whistle blowers now ask, is it poor management that causes facilities like the one in Phoenix to stay a 1 star?
